Attracting and collecting intellectuals for the cause of the country’s industrialization and modernization is a major and correct policy and strategy, reflected in important documents and resolutions of the CPV and State. (1) (3). This is a strategic program and project at the national level, so the central agencies and leaders of the CPV and State have focused on researching and developing strategies, and at the same time have many plans for implementation and organization of the project, solving difficulties v.v. I would like to give some personal contributions on an extremely important issue of the country, which is attracting and collecting intellectuals for country development.

First of all, the goal of industrialization and modernization of the country is very right and necessary to bring the country to a fast and sustainable development, and to integrate with the world. To accomplish this goal, it is necessary to have an intellectual force as the subject center, deciding the success or failure of the cause of industrialization and modernization of the country. Attracting and gathering intellectuals at home and abroad has always been a central task of developed countries, countries in the region and the world. We can learn a lot from the experiences of previous countries, and at the same time build and supplement models, ways, and methods of organizing and deploying them in accordance with the current situation of the country, region and the world.

I believe that an attribute of intellectuals is their capacity for independent thought, scientific methods, objective criticism, acceptance of challenges, and lack of working circumstances to advance the common goals of their society and nation. We need to pay particular attention to these traits of intellectuals in order to build a working environment, a living environment, and a dedication to intellectuals in order to foster creativity, work efficiency, and constructive contributions of intellectuals at home and abroad.

Here are some succinct remarks on the subject:

Firstly, the Party, authorities at all levels, and the entire society ought to always respect, demand, and pay attention to intellectuals. At the same time, appreciate the contributions that intellectuals make to society and the nation through their practical accomplishments and evaluate them honestly. Intellectuals will only be prepared to labor and dedicate themselves to helping the people and the Fatherland in this manner;

Second, to focus all of the nation’s and society’s resources on technological and scientific advancement, with the criterion of application effectiveness coming first. The nation still faces several challenges, programs, and responsibilities that require investment. Therefore, it is impossible to invest in science and technology, develop intellectual resources, and train them in a dispersed manner; instead, there must be a focus. Specializations, projects, and technical systems must be chosen in accordance with the national strategy, goals, and roadmap for industrialization and modernization in order of priority for socioeconomic development;

Thirdly, it is necessary to restructure the organizational structure, manage the scientific system, and gather and recruit intellectuals in a concentrated manner that is in-depth, professional, connected to practice, connected to the market, taking the criteria of investment and application performance as the top priority in order to meet the task of industrialization and modernization of the country in the new situation. For instance, it is not necessary to organize the scientific and technological management apparatus and gather intellectuals in the central agencies and all localities vertically, but rather, one should consider the development characteristics of the region and each industry, taking advantage of each locality’s advantages to develop;

Fourthly, in order to use the intellectual team effectively, it is essential to have exceptional people, intellectual leaders like the leading bird, who can gather, lead, and command in every industry, every field, and every project, while also being accountable to the political system and the people of the nation in his line of business. A person with all the requisite qualities, including a heart, vision, knowledge, and cultural understanding, as well as complete loyalty to the interests of the country and nation, qualifies as an intellectual leader. To attract and assemble both domestic and international intellectuals, we must identify, develop, and promote intellectual leaders. Real world experience, professional skill, and job effectiveness are the greatest ways to complete this task;

Fifth, we must examine and learn from other countries’ experiences in luring and retaining intellectuals, and at the same time, we must have a plan for close, wide, and successful cooperation with developed nations, which have the intellectual capacity of the entire world. For example, in training and preparing the next team for the future, not only should our scientists be sent to these countries to train, but also directly with the advanced training systems in the world, that has created a new training model that is more effective and close to reality in Vietnam so that after training cadres can soon work, devote and effectively perform the country’s tasks. That training model can use advanced systems of other countries, but combined with the actual needs and tasks of Vietnam, supplementing the necessary knowledge and specializations in the training process for intellectuals associated with our quest for the development of our sciences. In research cooperation and technology transfer, it is necessary to pay attention to core technologies, background technologies, technologies that are highly applicable, immediate and for the future of spearhead sciences and technologies in the career of industrialization and modernization of the country. This allows quick access to scientific and technological achievements of developed countries, maximizes the effectiveness of application of new technologies in the world, and applies directly to science and technology projects. technology of the country, increasing the competitiveness of our key industries and science and technology;

Sixth, give the usage of foreign intellectuals a lot of consideration in collaboration with developed nations. There are currently more than 5.3 million expatriates living in more than 130 countries and territories, with more than 500,000 of them being educated professionals with university and postgraduate degrees, particularly in developed nations with strong scientific and technological backgrounds like the USA, UK, Russia, France, Germany, Australia, Japan, Canada, etc. The following concrete issues make it difficult to effectively utilize and exploit the intellectual force of foreigners:

1) Although there is a sizable number of Vietnamese intellectuals living abroad, because they are dispersed across numerous nations, continents, and regions, it is highly challenging to assemble them;

2) It is challenging to use abroad intellectuals in specialized disciplines and our particular projects because they are not centered in one or a few scientific majors but rather work in a variety of fields;

3) Foreign intellectuals frequently operate in a variety of different scientific systems, management organizations, operating models, and cultures (some of which are even dissimilar to those in Vietnam), which makes it very challenging for them to continue their work when they return home. In addition, challenges must be solved in order to draw in foreign thinkers who can contribute to the nation. These challenges include the living and working environment, treatment, salary, housing, living, traveling, and education for children.

Even though this work presents many challenges, we must be resolute to complete it due to its significant impact and effect, including direct participation, as a bridge for our overseas intellectuals to cooperate with causes for industrialization and modernization of the nation everywhere in the world. Creating the best living and working conditions for each overseas Vietnamese intellectual and their family to work in the country, assigning tasks boldly, attaching responsibilities and interests of science and technology projects, cultural development programs, researches and bridges to investment cooperation, and technology transfer for overseas intellectuals are all important.

Seventhly, it is important to focus on luring and assembling foreign intellectuals as well as Vietnamese intellectuals. We should use these individuals locally in the nations where they live and work or invite them to take part in our programs. Our ability to technically entice international intellectuals and professionals to collaborate not only in Vietnam but also online and in groups using current open information technology formats is made possible by the open world mixed with current information technologies. This is an available, enormously large, high-quality resource that can be used if we are aware of this issue seriously and have an effective solution that is appropriate to the development situation of the country. It is a really important intellectual force for the socio-economic development strategy, for the cause of industrialization and modernization of the country. Paying great attention to the bridging role of abroad intellectuals is required in order to draw in international intellectuals. Additionally, a system of preferential laws must be created to allow foreign experts to work in Vietnam or collaborate with Vietnam on scientific projects;

In order to accomplish scientific and technology projects and lay the groundwork for the nation’s industrialization, modernization, and economic growth, the eighth recommendation is to concentrate on creating and growing a number of strong science and technology enterprises. The scientific and technology organization serves as a hub for recruiting, assembling, educating, and nurturing the nation’s intellectual resource. The creation of scientific and technological corporations is challenging but incredibly vital and urgent given the current shortage of investment, capital, equipment, experience, and intellectual energy. The only way to accomplish this is to directly employ intellectuals while simultaneously mobilizing the entire potential of the government, society, economy, and populace. The task of connecting, organizing, and in charge of establishing laboratories, applied research centers, multidisciplinary and specialized research institutes, and assembling teams to build science and technology corporations for the nation must be given to enthusiastic, patriotic intellectuals at home and abroad, inside and outside the political system. It requires a significant financial commitment from the State and society, regardless of the model or organization. We should make this a major and deserving priority for the nation, community, and the political system.

We can establish a strong basis for successfully implementing the industrialization and modernization of the country with tenacity, seriousness, curiosity, listening, and a realistic strategy in attracting and gathering intellectuals, especially overseas intellectuals.
